Marketing Manchester is a company limited by guarantee. Core funding is received from Manchester Airport PLC, the ten Greater Manchester local authorities (AGMA), the Greater Manchester Passenger Transport Authority and the Northwest Development Agency. Additionally, funding is generated through providing marketing opportunities to member organisations.

The Northwest Regional Development Agency (NWDA) is one of nine regional development agencies established by the government to develop the English regions.
The NWDA is responsible for the sustainable economic development and regeneration of England’s Northwest and has five key priorities: Business Development, Regeneration, Skills and Employment, Infrastructure, and Image.
Its main role is to drive forward the economic regeneration of the region through encouraging the integration of funding regimes and the cohesive delivery of national, regional, and local expenditure programmes.
Its budget is currently £1.4 billion over the next three years. Working through five sub-regional offices to provide practical solutions to local problems, it aims to directly influence £1.2 billion of economically focussed expenditure every year to support the delivery of the Regional Economic Strategy.

Manchester Airport plc operates Britain's third largest airport and the largest regional airport in the country. It currently handles 200,000 aircraft movements a year. Last year over 19 million people passed through the airport's three modern terminal buildings on flights with 90 airlines serving 190 domestic and international destinations. Manchester Airport plc has invested heavily in new facilities aimed at meeting passenger growth forecast to reach 40 million by 2015. These include a second runway to increase capacity from the current 200,000 aircraft, major improvements to security systems, extensive refurbishment of terminal buildings, and an integrated bus, coach, train and in time, Metrolink interchange.

The Association of Greater Manchester Authorities acts as the voice of the ten local authorities of Greater Manchester and works in partnership with other organisations within the city-region. The AGMA Executive meets monthly to deal with strategic issues which impact on Greater Manchester. AGMA also provides some joint services across the conurbation via AGMA Units and is developing several Policy Initiatives including a Greater Manchester Strategy (link). The Passenger Transport Authority is the body established to assess the public transport needs of the city-region and make policy decisions about public transport provision. It is made up of 33 Councillors appointed by the ten District Councils in Greater Manchester. The Authority provides a grant to GMPTE which is the body responsible for implementing the Authority's policies. VisitBritain markets Britain to the rest of the world and England to the British.
Its mission is to build the value of tourism by creating world class destination brands and marketing campaigns and also build partnerships with - and provide insights to - other organisations which have a stake in British and English tourism.
In addition to its responsibilities for marketing England to the British, VisitBritain works in partnership with the national tourist boards in Northern Ireland, Scotland and Wales, and destinations in the English regions such as Marketing Manchester, to promote an attractive image of Britain. It provides impartial tourism information and gathers essential market intelligence and insights for the UK tourism industry.
VisitBritain is funded by the Department for Culture, Media and Sport to promote Britain overseas as a tourism destination and to lead and co-ordinate the domestic marketing of England. The grant-in-aid to promote Britain overseas for 2005/06 is £35.5m and for England, the grant-in-aid is £13.4 million.
VisitBritain also aims to raise around £20 million non-Government funding through partnerships and other activities through 2005/06.
